On a standard investment purchase, the appraiser completes a comparable rent schedule, that figure becomes the numerator of your coverage ratio, and the file moves. A short-term rental introduces a question the form was not built to answer: which income number is real? Nightly revenue is higher, seasonal, and dependent on your operating skill. Long-term market rent is lower, steadier, and independent of you.
Lenders resolve that by underwriting conservatively. Most Houston programs will use the long-term market rent the appraiser supports, then let you operate the property however local rules allow. The loan is sized to survive the property reverting to a twelve-month lease. That is a feature rather than an obstacle, because a property that only works at peak nightly occupancy is a property that stops working the moment the market softens.

If you are buying a property that already operates as a short-term rental and has a clean twelve-month revenue record at that exact address, you have something a lender may be able to use. A larger down payment. Where a long-term rental might work at 20 percent, short-term files commonly start at 25 percent and move up from there. More equity is how the lender absorbs the income uncertainty.
Deeper reserves. Six months of the full payment is a reasonable expectation, and some programs ask for more. Seasonality is the reason: a property that earns well in spring and thinly in August needs a cushion that a twelve-month lease does not.
Property type limits. Condos are where this gets complicated. Many Houston buildings restrict or prohibit short-term leasing in their governing documents, and a program may decline the property on that basis regardless of what the city allows.
Proof the use is permitted. Increasingly, lenders want confirmation that the property can legally operate as a short-term rental, which in Houston now means a city registration on top of whatever private restrictions apply. Houston’s Short-Term Rental Registration Rules
Houston operated for years without any short-term rental framework. That changed. City Council adopted a short-term rental ordinance in April 2025, and it took effect on January 1, 2026. If you are buying in Houston today, this is part of your due diligence rather than a future concern.
The essentials, which you can confirm through the City of Houston Administration and Regulatory Affairs department:
- A short-term rental is defined as a dwelling unit, or part of one, rented for fewer than 30 consecutive days
- Owners and operators must register each unit with the city
- Registration runs 275 dollars per property
- Applications collect owner and operator information plus a 24-hour emergency contact
- Operating without a certificate of registration can draw a daily fine, reported in the range of 100 to 500 dollars per day of violation
Two things follow for a buyer. First, budget the registration cost and the administrative time. Second, if you are purchasing a property that already operates as a short-term rental, ask whether the current owner registered it, because an unregistered operating history is a weaker document set and a compliance question you would be inheriting.
Deed Restrictions Decide More Than the City Does
Here is the Houston-specific trap. Houston is the only major American city without traditional zoning, so there is no zoning map telling you where short-term rentals are allowed. What governs your property instead is private: deed restrictions recorded against the subdivision, and HOA or condo covenants where those exist.
City registration and private restrictions are separate questions, and this is where investors get hurt. Registering with the city does not override a deed restriction that prohibits leasing for fewer than 30 days. A growing number of Houston subdivisions and buildings have added exactly that language. You can be fully registered and still be in violation of the document that actually binds your property.
So read the restrictions during the option period, before the appraisal is ordered and well before your money is at risk. Pull the recorded documents for the subdivision, and for a condo or HOA property request the governing documents and any recent amendments. If the language is ambiguous, that is a question for a real estate attorney, not for your lender and not for the listing agent.
Is a DSCR Loan Short Term Rental Strategy Right for Your Property?
Short-term operation makes the most sense in Houston where demand is structural rather than seasonal. Proximity to the Texas Medical Center, which employs roughly 106,000 people and draws patients and traveling clinicians from across the region, is the clearest example. Downtown, EaDo, and Midtown draw event and convention demand, with walkability to Discovery Green and Minute Maid Park. Those are locations where nightly demand has a reason to exist beyond tourism.
The honest counterweight is cost. Short-term operating expenses run far above long-term: cleaning between stays, furnishing and replacing it, platform fees, higher utilities, higher insurance, and management if you are not local. A property that clears a comfortable margin as a long-term rental can clear less as a short-term one once those are counted. Model both. If the numbers only work nightly, the deal is thinner than it looks, and the loan will be sized on the long-term number anyway.
